Deputy Director Project Controls

Key Accountabilities: Manage and report ongoing capital project(s) for cost and schedule control as assigned.  Develop baselines and measure performance.  Develop and maintain spending curves.  Track manpower productivity.  Coordinate the efforts of internal and external project controls resources on assigned projects. Must have strong analytical skills for estimate analysis, bid evaluations, and change order analysis.  Make recommendations as required to achieve project goals. Provide mentorship to project controls staff.(40%) Manage and report CapEx and OpEx costs for capital project(s).  Develop baselines and measure performance.  Provide monthly project updates and quarterly forecasts.  Knowledge of SAP required. (15%) Manage SHINE company portfolio planning tool with team for assigned projects (15%) Oversee the preparation of funding estimates and schedules for assigned new projects.  Facilitate project risk analysis.  Review and approve all schedule and financial data included in assigned capital SPE's. (10%) Implement Sanofi Pasteur Best Practices for project controls.  Develop and implement benchmarking metrics and participate with Project Managers to be current with Best Practices in project management, construction and commission and qualification activities. (10%) Support project and site HSE objectives. (5%) Complete annual training. (5%) Responsible for providing project control leadership on major projects (can be in excess of $100M). Provides mentoring and coaching to less experienced staff in the preparation and reporting of project schedules and cost management.  Direct assignment as project controls lead for particular projects. Works with site finance team to report quarterly and annual project cash flow. Typically this is a matrix position, where the Deputy Director is dedicated to a project team(s)/ project manager but provides regular updates to the Senior Director of Technical Services.  This position reports to the Global Director of Project Controls - North America Education and Experience: Specific degree, duration of experience (Required to hold the job): Bachelor's Degree in Engineering with at least 10 years of experience in Biotech-Pharma and/ or project management in the engineering / construction field is required. P. E. would be an asset.  Knowledge and proficiency in MS Excel, MS Word processing, and PowerPoint is required and MS-Project is preferred. Excellent verbal and written skills are essential to interface with peers, management, vendors and contractors Technical knowledge of construction cost estimating and management is preferred. This will include experience in the review of design documents, constructability, building components, labor rate analysis and material unit pricing, change management, risk management and earned value management. Knowledge of estimating techniques, project planning and scheduling techniques, engineering and constructionprocesses is preferred. Must have strong analytical skills to execute cost estimate analysis, bid evaluation, change order analysis, value analysis, and benchmarking project information. Must have an understanding of all types of estimating from conceptual through definitive construction estimates. A proven history of experience in project controls or project finance on large, multi-year projects >$100M is essential. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
